答：根据中央有关精神，市委下发的文件和全市会议明确了新形势下党建带团建工作的总体要求和目标任务，提出了“四带四促一强化”的工作要求：一是要带思想建设，促进团员青年理想信念更加坚定；二是要带组织建设，促进团的组织和工作全覆盖；三是要带团干部、团员以及青年人才队伍建设，促进团干部、团员青年能力素质显著增强；四是要带创先争优，促进共青团生力军和突击队作用有效发挥；五是通过完善责任机制、健全保障机制、强化考核机制，强化党建带团建工作落实，从而为全面提升新时期党建带团建工作的科学化水平指明了方向。

问：近年来北京市党建带团建工作取得了哪些主要成效？

答：一是党建带团建工作机制不断健全。出台制度性文件，强化制度保障，普遍建立党组织定期研究共青团工作、党团联建联促等工作机制。二是基层团组织的建设得到加强。党组织在保持共产党员先进性教育、深入学习实践科学发展观、创先争优等活动中，全面带动团的思想、组织、队伍、作风和制度建设，团的组织覆盖率和工作影响力不断提升。三是团的助手和后备军作用进一步发挥。在党组织的领导和支持下，团组织的活力在抗击“非典”、支援抗震救灾等重大任务及奥运筹办、新中国成立60周年庆祝活动等重大活动中得到不断激发和体现。十年来，39万余名团员光荣加入党组织，1.2万余名专职团干部走上首都经济社会发展一线工作岗位，为党源源不断输送了新鲜血液。

答：充分运用基层党建工作新成果、新经验，以党的基层组织建设带动团的基层组织建设。在组织覆盖方面，要在今年年底前以党的组织全覆盖带动实现城市社区团组织全覆盖，2012年底前实现规模以上非公有制企业和符合建团条件的社会组织团组织全覆盖。在活动实效方面，党组织要积极引领团组织围绕中心工作科学谋划，设计载体，切实把党组织的号召转化为团员青年的自觉行动。在构建区域化党建格局的工作中，支持共青团推进区域化团建工作。

问：党组织如何带动团组织加强团干部队伍建设？

答：团干部是党的年轻干部队伍的重要来源。在源头储备方面，各级党组织要充分发挥共青团培养举荐年轻干部的主渠道作用。在能力素质方面，各级党组织要真正把团干部培养锻炼工作纳入党的干部教育培训规划总体规划，多措并举加快团干部成长成才。在转岗使用方面，各级党组织对于德才兼备、扎根基层、实绩突出的团干部要敢于大胆使用，对条件确实优秀的团干部可以破格使用，为年轻干部脱颖而出营造良好的政策环境。同时，要对年轻干部严格教育、严格管理，使他们健康成长成才。

问：党组织如何带动团组织加强青年人才队伍建设？

答：市委已经把实施“首都青年人才开发工程”的重任交给了团市委，各级党组织要支持共青团开展工作。在青年人才开发方面，支持共青团搭建青年人才发展平台，把不同年龄段的拔尖学生、优秀青年和人才苗子及时选拔出来。在青年人才服务方面，支持共青团发挥联系服务青年的职能和优势，拓宽联系渠道，提升凝聚效果。在青年人才举荐使用方面，支持共青团实施青年骨干人才大规模培训计划，搭建青年人才国际化平台，不断促进青年人才资源的合理配置，实现人尽其才，才尽其用。

问：北京市深化党团共建创先争优活动有哪些主要做法举措？

答：通过各级党团组织在创先争优活动中同推进、同讲评、同表彰，全面带动团组织和团员青年创先争优。各级党组织带动广大团干部实施“青春领航工程”，使他们保持思想和行动的正确方向，引领带动青年成长；带动各级团组织实施“青春聚力工程”，加强团的基层组织建设，增强凝聚力、战斗力；带动广大团员青年实施“青春先锋工程”，使他们围绕党的中心工作，为首都经济社会建设作出新贡献。
