一、 学科简介

1.学科简介(中文)

农业经济管理是以农业经济学和管理学为基础的管理类学科，在研究发展中与社会学、法学、人口学和有关自然科学等相互交叉和融合。该学科以“三农”问题作为基本研究对象，紧紧围绕农民、农业和农村发展中出现的重点、热点和难点问题开展理论研究。重点研究农业经济理论、农业经济发展、农业政策、农业企业管理、城镇经济发展和海洋资源利用与渔业经济管理等内容。

根据我国农业经济管理实践的需要以及该学科的优势，本专业暂设农业经济理论与政策、沿海农业与陆海一体化发展战略、农业企业管理、城镇经济发展、海洋资源与海洋产业管理、人力资源管理等研究方向。本学科点旨在为国家及地方关于农业经济发展的宏观决策及管理实践提供高层次的理论研究成果，培养高层次的人才。

2.学科简介（英文）

Agricultural Economic Management is a management disciplines that bases on agriculture and economic management with research and development in sociology, law, demography and the natural sciences, such as cross-cutting and integration."Three Rural Issues" is the basic research problem of this disciplines,and it focus on the issue of hot spots and difficult those emerg in farmers, agriculture and rural development.Theory focuses on the agricultural economy, agriculture, economic development, agricultural policy, agricultural business management, urban economic development and the use of marine resources and fisheries and other economic management.

In order to accordance with the needs of practice, as well as the advantages of the subject, we set specialized field that include agricultural economic theory and policy, coastal land and sea of agriculture and integrated development strategies, agricultural business management, urban economic development, and management of marine resources and the marine industry, human resource management research. Point of the disciplines aimed at providing high-level theoretical research results and training high-level talents to the macro-decision-making and management practices of state and local.

二、培养目标

培养适应我国社会主义现代化建设需要，德智体全面发展的农业经济管理专业的高级专门人才。主要要求是：

1、树立科学的世界观，坚持四项基本原则；热爱祖国、献身农业；遵纪守法、品德优良，具有强烈的事业心和团结协作精神，服从国家需要，积极为社会主义现代化建设服务。

2、具有农业经济管理科学坚实的基础理论和系统的专业知识，具有较强的独立的科研能力、创新能力和社会实践能力；能熟练运用外语和计算机进行科学研究，掌握所从事研究方向的国内外发展动态。毕业后能胜任高等院校、科研机构、政府部门和农村基层组织的教学、科研和管理工作。

四、修读年限

根据《中国海洋大学研究生学籍管理条例》(2005年9月修订)，我校研究生实行弹性学制，博士生修读年限一般为3至6年，硕-博连读、提前攻博修读年限一般为4至8年。

该内容是博士研究生的必修环节，农业经济管理专业博士研究生从第二学年起每年必须参加两次学术活动或在学院范围内做一次学术报告，并提交书面总结报告。

（三）保障模块

1.博士生资格考试

本专业博士生在第一学年之内，必须修完规定的课程，达到规定的学分。 博士生资格考试在第一学年第二学期末进行。资格考试为笔试与口试相结合。 资格考试可采取与开题报告相结合的形式。

2.学位论文开题报告

博士生学位论文开题报告须在第一学年第二学期末进行。开题报告经过专家委员会论证通过后方可开题。

3.论文研究进展报告

每位博士生在论文研究写作过程中至少须作一次阶段性研究进展报告。

六、总学分要求

博士研究生： 14学分（港澳台、外国留学生：11学分）

硕-博连读、提前攻博研究生：45学分（其中包含修读博士学位课程8学分）

七、其它要求

1.学位论文的基本要求

(1)论文选题：选题应与本专业对口，有明确的针对性，能够反映本学科领域的重大问题。

(2)创新性：论文要反映本学科研究领域的前沿课题，在论文设计、研究内容、研究方法及研究结论方面具有创新性。

(3)学术水平：达到国内同类研究的领先水平，论文应在国家重要核心期刊上发表或独立出版。

(4)论文工作量：论文设计、调研、查阅文献、写作时间应在一年半至两年，论文字数应在十万字以上。

(5)论文规范：观点明确，主题突出，结构严谨，论据充分，资料详实，形式规范。

2.科学研究能力与水平的要求

本专业博士生在读期间，其科研能力和水平基本要求如下：

(1)能够掌握本学科和研究方向的学术前沿和学术动态；

(2)能够掌握本学科的主要研究方法和主流文献检索手段；

(3)能够独立提出研究课题，独立开展科研工作，研究项目和研究成果具有 创新性；

(4)能够协助导师指导硕士研究生；

(5)第一外语的水平应达到听、说、读、写、译五会，能用第二外语阅读文献；

3.培养过程的其它要求

(1)在申请学位论文答辩前，应以第一作者在中国海洋大学认定的重要核心学术期刊上发表两篇（含两篇）以上学术论文。

(2)在申请学位论文答辩前，应通过中国海洋大学规定的外语水平考试(提供英语六级水平通过证书，或毕业前通过中国海洋大学组织的外语水平考试)。

以上两个方面的要求，是中国海洋大学学位委员会规定的申请博士学位的必要条件。

　　随着全球经济一体化时代的到来，竞争的范围迅速扩大，竞争的程度空前加剧。其竞争的胜利者将是那些占据人力资源优势的地区、国家和企业。经济竞争说到底是人才的竞争，是人力资源综合素质的竞争。随着中国改革开放的不断深入和经济的迅速发展，急需大批拥有广博的知识基础、懂得市场经济的一般规律、熟悉其运行规律、熟悉其运行规则、掌握必要的管理技能、了解中国企业实情、具有决策能力、创新意识和开拓精神的管理人才，培养足够数量的这类人才，是我国管理教育界面临的紧迫任务。

人力资源的开发与管理，应该成为一切管理者和未来管理者的必修课。目前，人力资源开发与管理这门课已成为了哈工大管理学院及全校很多专业学生的必修、选修课程之一。希望通过这门课程的学习使学生能够掌握现代人力资源管理的思想观念和理论，并且在将来能够将现代企业人力资源管理的思想观念转化为管理工作的实物运作。

　　With the serge of globalization, the extent of competence becomes larger and they are fiercer than ever before. The final winner of the war must be the regions, nations or even companies which have larger pool of human resources. The content of war among cooperation is the competition of elites, to some extent, the competition of human resources. With the Chinese opening-up and reformation, with her economic booming, there are more working staffs demanded urgently, who handle a wide range of fundamental science social knowledge. Furthermore, they have to know basic law of the market economy, the basic operating system of markets, the crucial managerial skills and the facts of Chinese enterprises. Those who acquired decision-making capabilities, innovative ideas and pioneering spirits are largely needed and cultivating those people is the most important mission of our country’s education system.

Development and management of human resource should be a compulsory course for managing level, no matter nowadays or future. Development and management of human resource has become one of compulsory and selective courses at School of Management and throughout the HIT. The main purpose of this course is to make attendees get first hand knowledge of ideas and theories of modern human resource and train them to apply the knowledge, which is obtained at college, in to daily managing behaviors and real practice.
