The Introduction of Yangling Agricultural Hi-tech Industries Demonstration Zone Yangling Agricultural Hi-tech Industries Demonstration Zone (Yangling Demonstration Zone in short is located in the center of the Guanzhong plain, Shaanxi Province, 82km away from Xi’an City in the east and 86km from Baoji city in the west, with a total area of 135km and a population of 200,000. Longhai railway and Lainhuo express way go across Yangling, Yangling enjoys an efficient transportation system. With warm temperate sub-humid monsoon climate, rich water resource and fertile soil, Yangling is suitable for the growth of various crops. Yangling is one of important birthplace of Chinese farming civilization. As early as 4000 years ago, Houji, the first-ranking official in charge of agriculture in the Chinese history, taught people how to grow crops here. In 1934, the national Northwest College of Agriculture and Forestry (predecessor of the current Northwest A&F University was founded here by senior Kuomingtang official Yu Youren and compatriot General Yang Hucheng, so Yangling became a place of origin for modern higher agricultural education of Northwest China. In the following decades, Yangling has developed into a famed ‘Agro-science’ city, with more than 70 disciplines and specialties in the fields of agriculture, forestry and water resources, and a total of about 5000 research members. With the approval of the Chinese State Council, Yangling Agricultural Hi-tech Industries Demonstration Zone was founded on July 29, 1997, As the only state-level agricultural hi-tech industries zone in China, Yangling shoulders the historical mission of developing agriculture high-tech and industrialization. By means of technological innovation, technical popularization and demonstration, Yangling concentrates on agriculture sustainable development of agriculture in arid and semi-arid areas across China. Yangling Demonstration Zone is jointly constructed by 22 ministries, commissions, as well as Shaanxi
Provincial People’s Government. As an agency of Shaanxi Provincial People’s Government, the Administrative Committee of Yangling Demonstration Zone enjoys prefecture administrative power, provincial economic power and partial provincial administrative power. Since the foundation of Yangling Hi-tech Industries Demonstration Zone, Yangling has made great achievements in the infrastructure construction, industrial development, science and technology system reform, sci-tech demonstration and extension, and the social service and environment as well. A small backward town has been built into an energetic and prosperous modern agro-science city. In October, 2008, the third Plenary Session of the 17th Communist Party of China Central Committee made the strategic disposition of ‘the Continual Construction of Yangling Agricultural Hi-tech Industrial Demonstration Zone’. According to Guanzhong—Tianshui Economic Zone Development Plan, Yangling would be built into a national modern agricultural hi-tech industrial base and the sub-core city in Guanzhong-Tianshui Economic Zone with a total area of 35 kilometers and a population of 300,000. In Jan 12th, 2010, the state Council issued the official reply of Supporting the Construction of Yangling Agricultural Hi-tech Industrial Demonstration Zone. Under the requirements of the official reply, Yangling should strive to become the important center of modern agricultural technology innovation in arid and semi-arid areas through 5 to 10 years of hard work, important base for providing guidance on scientific and technological business start-up in rural areas and modern agriculture industrialization demonstration, international agricultural science and technology cooperation platform, the leading and driving force for modern agriculture development in arid and semi-arid areas. Then, Shaanxi Provincial Party Committee and Shaanxi provincial government put forward Suggestions on the implementing the policies of official reply of State Council about the better Constructing Yangling Demonstration Zone. The file proposed that Yangling should become the strategic
highland of developing agriculture-related industry in Shaanxi province, an innovative agricultural sci-tech city with international recognition and domestic leading position. Yangling Demonstration Zone will gather the modern agricultural resources in arid and semi-arid area to improve the science and technology innovative ability, to perfect the science and technology business start-up extension service system, to enlarge the industrialization demonstration, to strengthen the international agricultural collaboration, and to develop modern agriculture, characteristic industries and modern service industry energetically. Therefore, Yangling will make overall planning of urban and rural development to speed up the steps of constructing the sub-core city, to advance the process of industrialization, urbanization and unification of urban and rural areas. In the near future, Yangling will be built into an advanced in science and education, talents-gathered, ecological and prosperous city, and it will ultimately exert the influential effects in supporting and leading the modern agricultural development in arid and semi-arid areas. There are rich tourism resources around Yangling, such as Xi’an-Xianyang tourism circle in east, the Buddhism base Famen Temple in west, Taibai Mountain and Taoism base—Lou Guan Tai in south as well as Qianling Mausoleum in north. Moreover, Yangling itself possesses unique tourism resources: the biggest cloned goat base in China, where the first cloned goat from an adult cell ‘Yang Yang’ was born; the biggest entomology museum all over the world in the Yangling Agricultural Museum Garden, which collected one million of insect specimens at home and abroad; Yangling Modern Agricultural Dmonstration Park, which diaplays the infinite charm of modern agricultural civilization; China Yangling Agricultural Hi-tech Fair (CAF in short held from Nov 1st to Nov 5th annually, one of the four hi-tech fairs in China, has been honored as ‘the Agricultural Science and technology Olympic Games’ of China.
