摘要：农民以土地为生，粮食是人民生存的根本，而土地的管理决定着土地的合理利用。因此土地管理和土地基本经营制度是农村的基础制度,制度不仅决定着农民与土地结合的方式,还直接决定了农业的生产与经营的具体形式。从这个方面来讲,农村土地管理制度应当具有长期的公平的相对稳定的性质,是其他所有的相关制度的基础,只有土地管理制度安排好才能对农业和农村发展有很好的提高。

abstract: peasant lives on land, food is fundamental to the survival of human, and land management decides the rational use of land. therefore, the land management and the basic management systems of land is the basic system of rural area, which not only desides the way of combination between peasant and land, but also the the specific form of agricultural production and operation. from that point, the rural land management system should have the relatively stable, long-term and fair nature, thus the agriculture and countryside can have a good development.
