World War II left much of Western Europe deeply scarred in many ways. Economically, it was devastated. In early 1948, as the Cold War developed between the United States and the Soviet Union and political tensions rose, U.S. policymakers decides that substantial financial assistance would be required to maintain a state of political stability.
